If you are applying for a practising certificate for the first time after completing pupillage, although the declaration is asking about the previous year (when you did not yet have a CPD requirement as a practising barrister) you should select that you are on the 'New Practitioners Programme' and then you should answer 'Yes' to advise that you are compliant when completing the declaration.
